Reprint with additional Introduction of Victor Marsh’s original 1923 publication. The booklet tells the story of how stamp-dealer H. Edgar Weston (who used the pseudonym “Victor Marsh”) was able to take advantage of Post Office rules to print sheets of embossed stamps, which he then cut into pairs or other multiples and used on covers.
